What is MEPCO?

MEPCO, the Multan Electric Power Company, is responsible for distributing electricity to several districts in Punjab, Pakistan. It is one of the largest electricity distribution companies in Pakistan, serving millions of consumers.

Understanding the MEPCO Bill Calculator

The MEPCO Bill Calculator is a tool designed to help consumers estimate their electricity bills. It takes into account various factors such as units consumed, consumer type (protected or non-protected), and applicable charges like electricity duty, F.C surcharge, TV fee, and GST.

Types of Consumers

There are two types of consumers in the MEPCO billing system:

  1. Protected Consumers: These consumers use 200 units or less continuously for the last six months.
  2. Non-Protected Consumers: These consumers use more than 200 units at any time during the last six months.

Unit Rates for MEPCO Consumers

The unit rates differ for protected and non-protected consumers.

Protected Consumers

Additional Charges

Apart from the basic cost of electricity, several additional charges are applied to the bill:

  1. Electricity Duty: 1.5% of the cost of electricity.
  2. F.C Surcharge:
    • Protected Consumers: Units * PKR 0.43
    • Non-Protected Consumers: Units * PKR 3.23
  3. TV Fee: PKR 35 (fixed for all consumers).
  4. GST (General Sales Tax): 17% of the sum of the cost of electricity, electricity duty, and F.C surcharge.
  5. Fuel Price Adjustment (FPA): The difference between the actual fuel charges component for a month and the reference fuel charges component.

Fuel Price Adjustment (FPA)

Fuel Price Adjustment is an important component of your MEPCO bill. It accounts for the fluctuations in fuel prices used to generate electricity. The FPA is calculated as the difference between the actual fuel charges for a specific month and the reference fuel charges.

  • Positive Variation: If the actual fuel charges are higher than the reference fuel charges, the additional cost is passed on to the consumers through their electricity bills.
  • Negative Variation: If the actual fuel charges are lower than the reference fuel charges, consumers receive a benefit in the form of a reduction in their electricity bills.

This adjustment ensures that the cost variations due to fuel price changes are accurately reflected in the electricity bills, as per the notifications from the National Electric Power Regulatory Authority (NEPRA).

How to Calculate Your MEPCO Bill

Let's walk through the calculation process with a few examples.

Example 1: Protected Consumer with 98 Units

  1. Electricity Cost:
    • 98 units * 7.74 = PKR 758.52
  2. Electricity Duty:
    • 758.52 * 0.015 = PKR 11.38
  3. F.C Surcharge:
    • 98 units * 0.43 = PKR 42.14
  4. TV Fee:
    • PKR 35
  5. GST:
    • (758.52 + 11.38 + 42.14) * 0.17 = PKR 136.59
  6. Total Estimated Bill:
    • 758.52 + 11.38 + 42.14 + 35 + 136.59 = PKR 983.63

Example 2: Protected Consumer with 180 Units

  1. Electricity Cost:
    • 100 units * 7.74 = PKR 774
    • 80 units * 10.06 = PKR 804.8
    • Total = PKR 1578.8
  2. Electricity Duty:
    • 1578.8 * 0.015 = PKR 23.68
  3. F.C Surcharge:
    • 180 units * 0.43 = PKR 77.4
  4. TV Fee:
    • PKR 35
  5. GST:
    • (1578.8 + 23.68 + 77.4) * 0.17 = PKR 284.59
  6. Total Estimated Bill:
    • 1578.8 + 23.68 + 77.4 + 35 + 284.59 = PKR 1999.47

Example 3: Non-Protected Consumer with 293 Units

  1. Electricity Cost:
    • 293 units * 34.26 = PKR 10040.58
  2. Electricity Duty:
    • 10040.58 * 0.015 = PKR 150.61
  3. F.C Surcharge:
    • 293 units * 3.23 = PKR 946.39
  4. TV Fee:
    • PKR 35
  5. GST:
    • (10040.58 + 150.61 + 946.39) * 0.17 = PKR 1876.75
  6. Total Estimated Bill:
    • 10040.58 + 150.61 + 946.39 + 35 + 1876.75 = PKR 13049.33

Important Notes

  • Protected vs. Non-Protected Consumers: Ensure you know your status as it significantly affects the rates and final bill.
  • Fuel Price Adjustment (FPA): This adjustment reflects the difference between actual fuel costs and reference costs. It can either increase or decrease your bill based on the current fuel price variations as per NEPRA notifications.
  • Usage Patterns: Consistently using less than 200 units will keep you in the protected category, resulting in lower rates.

Fuel Price Adjustment (FPA) reflects the difference between the actual fuel charges for generating electricity and the reference fuel charges set by MEPCO. If actual fuel costs are higher, consumers will see an increase in their bill. Conversely, if actual costs are lower, consumers receive a benefit. This adjustment is applied as per NEPRA (National Electric Power Regulatory Authority) notifications.

GST is calculated as 17% of the sum of the cost of electricity, electricity duty, and F.C surcharge. It is applied to the total amount before adding it to your final bill.

If your actual bill is higher than the estimate, it may be due to additional charges like Fuel Price Adjustment (FPA), quarterly taxes, or other adjustments not included in the calculator.
